LAHORE: The Punjab Central Business District Development Authority (CBD Punjab) has launched a fresh feasibility review of its proposed Route 47 Solarization Project following regulatory changes that have altered the financial outlook for grid-connected solar projects.
The review comes after the National Electric Power Regulatory Authority (NEPRA) replaced the previous net metering mechanism with a net billing framework, prompting CBD Punjab to reassess the project’s technical design, investment model and long-term financial viability.
According to the authority, the Route 47 Solarization Project was originally estimated to cost around Rs135 million. However, the revised regulatory environment has changed key financial assumptions, making it necessary to update the project’s feasibility before implementation.
To carry out the reassessment, CBD Punjab has engaged the National Engineering Services Pakistan (NESPAK) to prepare a comprehensive technical and financial study. The consultancy will evaluate the revised project cost, expected return on investment (ROI), operational benefits and long-term economic sustainability under the new electricity compensation model.
The updated feasibility will also explore alternative implementation options aimed at maximizing value for public resources while supporting the authority’s clean energy and climate resilience objectives.
Following completion of the study, CBD Punjab said it will proceed with the project in line with NESPAK’s recommendations and launch a fresh procurement process based on the revised project parameters.
Speaking about the development, Asif Iqbal, Director Project Management at CBD Punjab, said the transition from net metering to net billing required a complete reassessment of the project.
“We are reviewing all previously prepared feasibility studies to ensure they accurately reflect the current regulatory environment. NESPAK is conducting a comprehensive assessment of the project’s revised return on investment, financial benefits and overall viability. Once the updated report is completed, CBD Punjab will move ahead with implementation in accordance with its recommendations,” he said.
The authority said the Route 47 Solarization Project remains a key component of its broader strategy to integrate renewable energy into major urban developments across Punjab.
CBD Punjab added that the initiative is intended to promote clean energy adoption, reduce environmental impact and develop resilient urban infrastructure while ensuring efficient and responsible utilization of public funds.
The authority said the revised feasibility study will help ensure the project remains technically feasible, financially sustainable and aligned with Pakistan’s evolving energy regulations before construction begins.
