MUZAFFARABAD – March 3, 2026: The Government of Azad Jammu & Kashmir (AJK) has entered into an agreement with Zindigi, a digital banking platform powered by JS Bank, to introduce a digital water bill payment system aimed at improving efficiency and transparency in utility collection across the region.
The agreement seeks to modernise water bill management by integrating payments with Zindigi Raast QR and mobile banking platforms. Officials said residents will be able to pay their water bills instantly through the Zindigi app or any banking application connected to Pakistan’s Raast network, making the process more accessible and streamlined.
Authorities described the initiative as part of broader efforts to strengthen digital governance and improve service delivery. By shifting from manual processes to a structured digital framework, the government aims to enhance record accuracy, reduce delays, and improve financial reporting.
Khalid Mirza, Secretary Physical Planning & Housing, Government of AJK, said the collaboration reflects the administration’s focus on leveraging technology to upgrade public services. He noted that digital integration would contribute to better transparency and operational efficiency in utility management.
Noman Azhar, Chief Officer of Zindigi, said the initiative supports digital adoption in AJK and is intended to simplify payment procedures for citizens. He added that expanding digital payment options can contribute to broader financial inclusion within the region.
Real-time tracking and reporting
Under the agreement, Zindigi will implement a digital framework that enables real-time transaction tracking and structured reporting mechanisms. Officials said the system is designed to ensure accountability and improve oversight in water bill collection.
The signing ceremony in Muzaffarabad was attended by senior officials from the Government of AJK and representatives of Zindigi and JS Bank.
The initiative represents a public-private partnership focused on integrating digital payment infrastructure into essential public services in Azad Jammu & Kashmir.
