ISLAMABAD: COMSATS University Islamabad signed a Memorandum of Understanding (MoU) with Chang Jiang Industrial Company (CJI) to develop a multi-storey Innovation and Entrepreneurship Building at its Islamabad campus under a 30-year Build–Operate–Transfer (BOT) model. The agreement aims to expand research facilities, industry collaboration and startup incubation at COMSATS University.
Innovation facility to support emerging technologies
The MoU was signed by Rector Prof. Dr. Raheel Qamar on behalf of COMSATS University and CJI Chairman Zhang Yang. The new building will include research laboratories, incubation centres, co-working areas and dedicated spaces for startup development.
The initiative will support emerging sectors including artificial intelligence, biotechnology, AgriTech, digital health, renewable energy, electric mobility and advanced manufacturing.
Responsibilities defined under the partnership
Under the agreement, COMSATS University will allocate land for the facility and supervise academic, research and incubation functions. Chang Jiang Industrial will finance, design, construct and operate the building during the concession period before transfer.
Strengthening Pakistan’s innovation ecosystem
The project is expected to create new opportunities for researchers and students, enhance applied research capacity and support Pakistan’s transition toward a knowledge-based economy. Leadership from both sides expressed optimism about the partnership’s role in advancing the national innovation ecosystem.
